Introduction

In January 2022, upon joining the City of Corpus Christi as the Social Media Public Information Officer, I identified an opportunity to enhance the City’s digital outreach by revitalizing an underutilized Instagram profile. Following the COVID-19 pandemic, primary social media communications had focused on Facebook for COVID information.

As the City transitioned from crisis communication footing, the official Instagram account, characterized by infrequent posts with months long gaps, represented an untapped channel for community engagement.

This case study details the strategic initiatives I spearheaded to transform the City’s Instagram account into a dynamic platform for resident connection, information sharing, and civic pride.

As a Public Information Officer for the  City of Corpus Christi, I spearheaded the revitalization of the City’s underused Instagram account to enhance digital outreach and community engagement.

Transformed a seldom-used platform with infrequent posts into an active communication channel, defined a unique identity for Instagram amidst other City social media, secured leadership buy-in for the initiative, and grew a relevant local audience in a competitive landscape.

Implemented a multi-pronged strategy including data-informed content pillar development (Resident Education, Local Programming & Events, Public Service Announcements & Community Highlights), established a distinct brand voice and visual identity, fostered proactive community engagement and relationship building, and strategically utilized Instagram features.

The Challenge: From Dormant Channel to Dynamic Engagement Hub

Reactivating a Seldom-Used Platform:

Shifting Instagram from a peripheral channel to an active and consistent communication tool.

Defining a Unique Identity:

Differentiating the Instagram from other social media channels, particularly the information dense Facebook, to attract and retain a distinct audience.

The Solution: A Comprehensive Plan for Agile, Influencer-Driven Engagement

Recognizing the platform’s potential, I approached my supervisor with a proposal to take primary ownership of the Instagram account and implement a comprehensive revitalization strategy. This strategy was built on the following pillars:

Data-Informed Content Strategy & Pillar Development:

After analyzing historical City social media engagement patterns, I adapted existing strategies to define three core content pillars specifically tailored for Instagram's visual nature and user expectations.

    I developed a unique, engaging, visually driven, and community-focused Instagram tone of voice, prioritizing high-quality visuals through strong collaboration with the City Photographer and Multimedia team to produce tailored content.

    Proactive Community Engagement & Relationship Building:

    I fostered proactive community engagement by interacting with influential local accounts, responding authentically to mentions and messages to build community, and leveraging these relationships to boost awareness and cross-promote City events.

    Strategic Use of Instagram Features:

    I strategically used Instagram Stories for timely updates and engagement, utilized Reels for short-form videos showcasing City initiatives, and employed localized hashtags to maximize discoverability.

    The account's followers increased by 19.48% as evidenced by internal tracking and benchmarking data.

    This 19.48% Instagram growth proved substantial compared to larger Texan cities, nearly doubling average competitor growth and highlighting ability to expand reach and capture community interest.

    Revitalized Channel:

    Transformed the Instagram account from a sporadically updated page into a consistent and engaging source of information and community connection.

    Strengthened Community Relations:

    The proactive engagement strategy and culturally relevant content fostered a more interactive and positive relationship between the City and its residents on the platform.

    Established effective workflows with the Multimedia team and City Photographer for Instagram-specific content creation.

    Lasting Strategic Framework:

    The content style, initiatives, and content pillars I developed continue to be utilized by the City of Corpus Christi's Communications Department and Multimedia team, demonstrating the foundational strategy's enduring value and sustainability.

    Foundation for Future Milestones:

    The strategic groundwork laid during 2022 contributed to the platform's ongoing success, with the City's official Instagram account reportedly surpassing 10,000 followers on November 15th, 2024.

    Conclusion & Lessons Learned

    My initiative to revitalize the City of Corpus Christi’s Instagram account demonstrates that even an underutilized platform can be transformed into a powerful tool for civic engagement with a clear vision, strategic planning, and dedicated execution. The success of this endeavor highlights several key lessons:

    Identifying untapped potential and proposing and leading change can yield significant benefits.

    Differentiating content and tone of voice to align with a platform’s unique characteristics and audience expectations is key to engagement. Adapting established content pillars to a visual-first platform like Instagram was key to this success.

    High-quality visuals and videos are paramount on platforms like Instagram for capturing attention and conveying messages effectively.

    Building strong working relationships with internal creative teams (like multimedia and photography) is essential for producing compelling content.

    Genuine interaction and relationship-building with local influencers and the broader community can significantly boost reach and awareness.

    Measuring performance against relevant internal and external benchmarks provides clear evidence of impact and areas for continued improvement.
